Education for All
The program «Formation for all " is a program according to which the states worldwide incur the responsibility on maintenance of each child and the adult a qualitative elementary education. Movement «Formation for all» is based on understanding, that formation is human rights, and it is necessary not only for high-grade development, but, besides for maintenance of peace and stable attitudes between the states.

Movement «Formation for all» has arisen in 1990 at the International conference «Formation for all ", passed in the city of Dzhomten, Thailand. Participants of conference have taken up obligations on maintenance of all children with an elementary education and reduction on a large scale by 2000 of illiteracy among adult population. According to the statistical estimation of the Program of the 2000 representing an estimation of reached results for the period 1990, sounded at the International forum on concerning formation to Dakar (Senegal) in 2000, objects in view have been reached only partially. Conference in Dakar has given an opportunity to discuss the factors interfering maintenance by formation of all layers of the population therefore problems of the program have been reconsidered. About 1100 participants from 164 countries have accepted dacarian a plan of measures, laid down the aim: to reach a general elementary education by 2015.
Expansion and improvement of health services and formation of children of younger age, especially concerning socially vulnerable children and children from unsuccessful families;
Maintenance of all children, especially girls, children living in heavy conditions, and also belonging to ethnic minority, access to a full free-of-charge obligatory elementary education of high quality;
Maintenance of satisfaction of all educational needs of youth and adult population by means of equal access to corresponding programs of training and formation of vital skills;
Achievement to 2015 50 % of a parameter of increase of literacy among adult population, especially among women, and maintenance of equal access to initial and continuous formation for adults;
Elimination by 2005 of a sexual inequality in initial both secondary education and achievement of equality of women in formation by 2015, paying thus special attention to maintenance of girls with full and equal access to a qualitative elementary education; Improvement of all aspects of quality of formation and maintenance of the highest quality in each of them so that all have reached obvious and sensation results in training, especially it concerns skills of reading, the letter, the account and others necessary vital skills.

Pupils are necessary for successful realization of educational programs, and also condition which not simply favour to training … healthy, correctly eating are stimulating, considering specificity of floors, healthy and safe.

The educational environment should be, besides healthy, safe and protected, that includes:
(1) Appropriate system of water supply and sanitary conditions,
(2) Access to or communication with services of public health services and maintenance with a feed,
(3) Strategy and the codes of behaviour focused on improvement of physical, psychosocial and emotional health of teachers and pupils, and besides
(4) maintenance of formation and the practical employment forming knowledge, sights, values and vital skills, necessary for self-esteem, health and personal safety.
